The Health Information Technology for Economic and Clinical Health Act (HITECH) established programs under Medicare and Medicaid to provide incentive payments for the 'meaningful use' of certified electronic health record (EHR) technology. The Medicare and Medicaid EHR incentive programs will provide incentive payments to eligible professionals and hospitals as they adopt, implement, upgrade or demonstrate meaningful use of certified EHR technology.
The New Hampshire platform for implementing the HITECH Medicaid EHR incentive program is the NH Medicaid Health Information Technology (HIT) planning program. This will be the primary communication point for New Hampshire information related to Medicaid HIT planning and the Centers for Medicare and Medicaid Services (CMS) electronic health record incentive program for meaningful use of certified EHR technology.
The State of NH Department of Health and Human Services, Office of Medicaid Business and Policy (OMBP) has partnered with the University of New Hampshire to develop the State Medicaid HIT Plan and an implementation plan for the related EHR incentive program for New Hampshire Medicaid providers. As the various complexities of these planning efforts are developed, the OMBP will look to NH providers and others in the state to help determine the direction in which NH Medicaid will move forward. The Office of the National Coordinator for Health Information Technology has designated the Massachusetts eHealth Collaborative as the Regional Extension Center (REC) to support NH providers in implementing and becoming meaningful users of certified EHR systems.
New Hampshire is also implementing another HITECH initiative to develop the infrastructure needed for the exchange of state-level health information.
